Chances with speculative applications in Germany
Only about one third of all job vacancies are published as advertisements in the media. Most vacancies are only passed on by word of mouth: friends, colleagues, customers and suppliers pass the information on to job seekers they know.
This implies that so-called speculative applications may have a good chance of success. However, to improve your chances there are 5 things you should do:

First, check if anything is mentioned on the company’s homepage about "speculative applications". Some companies publish details on how to make such an application or even state that they don’t accept them at all. You should follow this information to the letter to be sure that you don’t disqualify yourself right from the outset.

Make your application as specific as possibe for the desired position. This includes researching a job description and obtaining correct contact information.

Indicate that you would also consider other positions and that you are flexible in terms of time

The initial letter should be brief so that the personnel consultant can immediately see whether you are an interesting candidate. In this case less is more! Offer to send full application documents if your application meets with approval.
